The criteria used was how players performed in Europe. There have been many players who have been many players who have set records in their domestic leagues but as the quality of the leagues vary wildly within the region its unfair to compare players who mostly or only played in their home country. While success with their respective national teams was considered, it was not the determining factor as they may have been great players stuck on lackluster national teams which would not be their fault. Ergo how they played in Europe and the success they had their was the biggest factor.
